Robert A. Morris is an attorney with Pinyerd Disability Law, LLC, in Indianapolis, Indiana, where he contributes to a national practice focused on Social Security and Veterans Administration disability law. With over 20 years of diverse legal experience, Robert offers a multidisciplinary perspective informed by high-level service across several federal and state agencies.

His background includes approximately five years as an Attorney Adviser for the Social Security Administration’s Office of Hearings Operations (OHO). In roles in the National Case Assistance Center and Indianapolis Hearing Office, he advised Administrative Law Judges (ALJs) on complex issues arising under Title II and Title XVI of the Social Security Act. Robert’s technical proficiency led to his selection for the Mentor Cadre and an Appeals Council detail, and he was honored with an Exemplary Contribution Service Award. Throughout his time with the SSA, he consistently maintained high agree rates and low remand rates on decisions before the Appeals Council, demonstrating a sharp ability to identify outcome-determinative substantive and procedural issues.

Robert’s investigative acumen was further developed in his work as an Estate Tax Legal Specialist with the Internal Revenue Service. In that capacity, he conducted independent examinations of complex estate and gift returns, performing sophisticated research to untangle intricacies in domestic and multinational cases. This role required the identification of emerging issues and the rigorous analysis of legal documents, including trusts and business interests, to determine the application of federal law.

Robert’s professional perspective is rounded out by his previous experience in state government and in the private sector. He served as an Appeals Referee for the Indiana Department of Workforce Development, where he presided over unemployment insurance appeal hearings and issued decisions based on state and federal administrative codes. Following his adjudicative work, he served as a Local Office Attorney for the Indiana Department of Child Services in child welfare litigation. This role frequently involved medical issues requiring the forensic analysis of abuse and neglect, further refining his skill in interpreting medical-legal evidence. In the private sector, he has litigated general liability disputes involving medical-legal issues and has consulted extensively with experts.

With his combined experience as a private practice attorney, former SSA attorney adviser, IRS specialist, and state government attorney, Robert offers ACRD attendees an authoritative 360-degree view of the administrative hearing process.
